Hartford, CT – June 23, 2009 – An essay entitled “Harnessing the Forces of Markets and Innovation,” authored by Ian Duncan, placed second in the Society of Actuaries (SOA) call for essays on “Visions for the Future of the U.S. Health Care System.” The piece will be one of 29 articles published in an e-book on the health section of the SOA Web site.
Ian Duncan, FSA, FIA, FCIA, MAAA, is the president and founder of Solucia, Inc., now a SCIOinspire company. He is a recognized thought leader in predictive modeling, stratification, innovative program design and analytics for care management initiatives.
Earlier this year, an invitation to submit a 1,500-word essay on health care reform was distributed to members of three prominent actuarial and health care groups, in addition to SOA’s Health and Long-Term Care Insurance Sections. Duncan’s essay was selected from approximately 60 submissions, representing a diverse range of opinions and thought leadership on the topic.
Duncan highlights principles that have been used in other industries, and which he believes could be applied effectively to the U.S. health care system. Aimed at improving quality and reducing costs, Duncan’s five key priorities include:

Duncan has 30 years of experience in health care and insurance product design, management, financing, pricing and delivery. He holds a post-graduate degree in economics from Balliol College, Oxford, and is a fellow of the Society of Actuaries. In addition, Duncan serves on the boards of directors of the Commonwealth of Massachusetts Healthcare Connector Authority and the Freelancers Insurance Company. He is a member of the adjunct faculty at the Georgetown University School of Nursing and Health Studies (Washington, DC), and a Senior Scholar of the Department of Health Policy of the Thomas Jefferson Medical College (Philadelphia, PA). He serves as chair of the Society of Actuaries Healthcare External Relations committee, as well as the SOA predictive modeling seminar group.
